Reagan lowered the upper rate from 90% to 28%....
(and look at all the benefit from that, etc etc)
CORRECTED FACTS
JFK lowered the upper rate from 90% to 70%. Reagan lowered it from 70 to 50% in his first term. Reagan lowered it from 50% to 28% in his second term, and national debt then became an American institution.
The core tenants of Reaganism are simply: - Lower the upper rate (affects the rich most prominently) - Increase military spending (important for Reagan perhaps in the cold war era, but not now, don't you think?) These tenants have been taking to extremes following Reagan's exit from politics. Limbaughism now prevails, and extends these tenants to reprehensible illogical extremes....to the extent that our national debt has resulted in our literally selling off America, and the lack of gaining reasonable revenues from those that have averaged 15% profit on their money for the past 20 years have not contributed to the infrastructure of this country.
Money has taken priority over country.
EXPLOSION OF NATIONAL DEBT
It was following Reagan's SECOND TERM....his insistence to lower the upper rate from from 50% to 28% that the national debt took hold and has been relentless since.
It was only under Clinton Gore that the rate was raised to 39% and we got back to a balanced budget and actually paid down the TOTAL DEBT by about 1/2 trillion.
FACTS TO REMEMBER
1. There is no historical evidence that establishing an upper tax rate in the neighborhood of 40 to 50% stymies our economy. We should all think back just a short time in history and see the benefit of what happened when that rate was at 40% under Clinton/Gore and this only represents a 5% increase over where we are today. USA thrived economically and built itself to a superpower under JFK and through Reagan's first term, when this rate was between 50 and 70%!!!!!!
Modern day Dittoheads/Reaganite Extremists will argue that any raising of that upper rate from its current 35% would result in a death blow to our growth....not true....not supported by historical evidence. During Clinton/Gore the upper rate was raised to 39% and the economy hummed along just fine. Revenues were brought in which hit the rich (where most of the tax money now lies) but since they can afford it there is no direct impact on our "economic machine".
2. An upper rate of current 35% combined with relentless military spending ensures yearly deficits and adding to an already reprehensible national debt. This is exactly the formula for Reaganism and why it does not work. With this knockout combination, it is near impossible to lower the yearly deficit without incomprehensible cuts in entitlements or other critical services (which are already resulting in erosion of our infrastructure)

But it did not go into effect until Reagan became President. But I may be wrong. I don't have a link.

Or at least a theory about the theory - if the economy fails and the government loses a lot of money, well that's good. We can't afford to cut spending on the military - so what can we cut? people start to believe it. That is the insidious nature of the bloviator. I'm listening a book on tape while I travel in my car. It's Al Frankins, Lies and the Lying liars, who tell them. Disc 8 is especially good at debunking the myth of 'tax cuts for the rich will trickle down and help the whole economy'. I wish all of you in DU land could hear it. The Texas tax attorney and the waitress enactment is especially apt.
