Legislated government hand-outs are laissez-fair capitalism.

A corporation is really just a more--some might say less--organized version of a mob. A "corpo-mob" of free economic actors is still abstractly just a group of cooperating people. If a corpo-mob seeks to sway the government to take legal advantage of unorganized people or other corpo-mobs, then that is just laissez-fair capitalism in action. The laissez-fair corpo-mob may use whatever legal means are at its disposal, including changing the definition of "legal means" (when done legally). There is no requirement that the corpo-mob produce anything valuable in return for the prices it charges. Indeed, corpo-mobs excel at charging for things that are either valueless or actually harmful.

On the other hand, if a mob of unworthy "welfare deadbeats" wants to get together as free economic actors, that is their privilege under laissez-fair. Voting is legal, and, under laissez-fair rules, so is everything else. The deadbeat mob has every right to use whatever legal means are at its disposal to obtain whatever part of the economy it wants. That includes charging/taxing whomever they want, whatever amount they want, for any reason. If a deadbeat mob wants to vote and lobby itself in as a government ESP contractor working for the Department of Defense, that would be fair game. There are already many models in the corpo-mob world for that level of chicanery, including Halliburton and National Missile Defense.

QED. Both laissez-fair capitalism (conservative golden calf) and "deadbeat mob capitalism" (conservative chimera) are the same creature, an unregulated economy. If unlimited, conservo-bogeyman welfare is bad, so is laissez-fair capitalism.
