Nobody's exactly sure what a "surge" is, so they can proclaim that it's "working" whether violence increases or decreases (they've done both).


I honestly believe that if the entirety of Iraq rose up and slaughtered every American there, Bush's reaction would be "See, it's working...they're rising up because they feel threatened...we're getting to them."
