Obviously, the 92 came right after September 11th...I'm pretty sure a dead rat could have received a comparable approval rating after 9/11. The 19% was more recently, in February (again, OBVIOUSLY). Also, sure Clinton had a couple fairly low approval ratings, but nothing close to 19% and he ended with an incredibly high rating."
