Is it Still Considered "The Running of the Olympic Torch" if its in a Bus?

Anybody watching this on MSNBC? Because of the Paris protests, they have repeatedly extinguished the torch and brought it inside a bus and are driving it slowly as people walk along the outside with some hanging on the outside. Its quite odd to look at and I'm not sure if you can really count it as the running of the torch.
