Basra, baghdad flare-ups underscore continuing what we have been doing, that has led to lower levels of violence.
(translation - we can't stop now)
We need to build on the progress achieved. and we can continue to draw down resources.

Holy shit. The last chart shows an increase in violence from Jan 08 to March 08. But those earlier, trend-showing funky charts show less violence.
which are we to believe? I am soooo confused.
