Does the American tax payers have to pay for everything in the Iraq?

Does the American tax payers have to pay for everything in the Iraq?
Last night on TV I heard that the U.S. is paying for thousands of Iraqis to rebuild their country. They also said that the Iraq has a lot of oil money in the accounts.

So my question is: Should the Iraq rebuild its own country with the oil money or does the U.S. has the obligation to rebuild what they destroyed with the tax money from everyday Joe, who is struggling himself with rising prices and recession?

I really think it is a difficult question. The U.S. invaded the country, destroyed it and got the oil. Or better, * and friends did. Now the American people have to pay for years for rebuilding it, even though the majority was and is against this war. And the American public is struggling itself. With all the money being poured into the Iraq it is missing in the U.S.

Bush doesn't care that Americans are struggling - that won't get in the way of the profits. And Congress..well...there are things they could do and haven't to change what Bush is doing

I wondered why the Iraq parliament had to ratify the forces agreement with the US but our US Congress did Not. Seems our Congress is useless and while their parliament has power.

Iraqis still don't have power or water, but huge permanent bases are being built.

Should Iraqis pay for our bases?
