2. He was in such a unique position to make this case, being 'landed gentry' of sorts.
His ability to sell a broad federal agenda to a skeptical public and Congress has to be one of the great accomplishments in American presidential history.

And, he had to *sell* it, not decree it, as we see has become the current low life standard in things presidential.
