Why always the formal dress wear for these events?

He's nearing the end of his tenure, he's in a government paid job. He's richer than Croesus.

Who is he trying to impress? What does he hope to gain?

11. I believe he's had Bell's Palsy at some point and didn't make a full recovery
I don't know why it didn't occur to me before. That one side of his face must be partially affected. Then again, maybe a snarl is the only facial expression he knows.
