Question concerning coerced political donations |

Is it legal for a member of Congress to tell a constituent who filed a request with the FCC that their paperwork wasn't "going anywhere" until a substantial donation was made to said politician's campaign?

I'm not saying that it couldn't happen, but it's illegal and politicians cover their tracks better than that.
