Spiraling fuel prices have more drivers throwing up their hands.

Hardest hit have been low- to moderate-income households that can less readily absorb the hit from rising gasoline prices, Andy Gunning, planning director for the Pima Association of Governments, said this week.

Kevin Hernandez, 41, a consultant, recently parked his personal vehicle at home.
