2. I've seen this movie before
Ronald Reagan's budget policy upon taking office was an ill-conceived 3 part plan: cut taxes, cut domestic spending, and drastically increase defense spending. It was based on flawed projections that were known to be flawed 6 months into his first term, just after the plan was rushed through Congress. After realizing we were headed for record deficits, the choices were: raise taxes, cut defense (reduce increase), cut Social Security, or live with deficits. They wound up doing the latter.

The Soviet threat was justification for sticking to their guns (literally) on the defense increase, deficits be damned. Fast forward to GW Bush, and the same scenario is being played out with a new cast of characters. To make the Iraqi threat as threatening, we had to actually have boots on the ground, and the willingness to live with deficits has reached heights that even Reagan couldn't tolerate. He agreed to raise taxes IF the deficit reached a certain level, which it did. Bush is even further detached from reality. The Iranian threat will be the new justification for "rubber check" military financing.
