Politics affecting the US Commission on International Religious Freedom?

Politics affecting the US Commission on International Religious Freedom?
Christians being killed.
Sunnis being killed.
Mahdi has his own private army.
Jails that happen to be full of primarily Sunnis.
Yazidis on the verge on annihilation.

Yet for some reason, Iraq is not ranked as "Countries of Particular Concern" by the Commission, a very serious rating regarding religious freedom. Instead, Iraq is ranked on a "watch list", meaning it has not yet gone up to that first listing.

I'd like to know how Iraq is not on that first list? What would have to happen for it to be put there?

Is it because one of the people on the commission is Richard Land, one of the backers of invading Iraq, who told Bush that a war against Iraq would be a "just war", and still backs invading, even today?

Politics should not be clouding this issue, Iraq needs to be considered a Country of Particular Concern ASAP.
