Bush knew exactly what to do, and he said so on the record. Note to the Commander in Thief:
After his re-selection in 2004, he told this to TIME:

"And I think it's very important for somebody running for office to say
that, one, I will confront problems and not pass them on, but also that
having confronted problems, that the next four years will be hopefully
a more peaceful period of time for people."

BRAVO George!!

Now, if you had ONLY realized that the eternal Iraq invasion/occupation,
the destruction of the US economy and the refusal to confront climate
change are PROBLEMS, we would have had a fighting chance to do something
about them.

Instead, you never confronted them, and have stated your intent to pass
them on to your successor, for which I'm sure he or she will be most grateful,
having desired above all to assume office with Herculean challenges ready and
waiting. By the way, in case you detect a hint of sarcasm, there, it was not
inadvertent. The next four years will not be a peaceful period of time, and it's
your (i.e. Dick's) doing. You'll be partying it up in Dallas, Kennebunkport and
Dubai, and might not have realized it, so I thought I'd give you a heads-up, you
know, just in case the outcry takes you by surprise.
