Kinda freekin strange seeing how bad the economy is.

Structured Settlements... i.e. payments from insurance companies, payments from wills or trusts, payments from divorce settlements, quite possibly death benefits from the government...
Instead of getting the money spread over time, they "loan" you the money now in a lump sum and put themselves in between the structured settlement payer and you. Usually at exorbitant interest rates. If the settlement payer is really solid, you have a much better chance at getting a bank loan or other standard loan on the settlement.
I tried using J.G. Wentworth for a friend (who was extremely poor) who had inherited a great deal of money but was so not part of society that he had difficulty dealing with anything (I had to buy him a set of clothes and a tie so he could meet with the estate attorneys). It was a horrible deal and I told him to turn it down. I don't know if he went with them or not.

People can choose whether to use their service or not.
Imagine the following scenario (yes, I realize it's extreme, but these situations DO exist).
A single mother of two is just getting by with the little bit she makes at the job she got 2 weeks ago. The fuel pump in her car dies. She has two choices, fix the fuel pump so she can get to work...but not pay the electric bill or pay utilities and lose her job. If she doesn't pay the electric bill, children's services may take her kids and place them in foster care. If she loses her job, she won't be able to pay the electric bill next month.
She has no way out...but what if she could get a couple of hundred bucks now, fix the fuel pump, pay the electric bill, and pay the loan back with her next paycheck?
Yes, many people are irresponsible and take out loans that they can't afford to pay back. However, there are also those who would be worse off if these services didn't exist.
