DUI / DWI Laws for use as stepping stones toward public transportation
1. Lower the drinking age to 16.
2. Enforce traffic and dwi / dui laws vigorously.
3. Require Breathalyzers for all traffic stops that police make ("License and registration please. Thank you. Blow into this please.")
4. DWI convictions lose their driving privileges for one year.

Fund this proposal with increased public transportation funding, and voila!

1. Why lower the legal drinking age to 16?
We have enough drunks driving without getting kids addicted to alcohol.

2. Yep. 18, like in most of the civilized world, is good enough.

3. So, at least the police state will have some buses to ride to the factory.
Great solution.

5. I don't want to repeat past attempts
to solve the country's problems by handing out criminal convictions and giving tons of business to our corrupt and utterly shitty police, courts, and corrections systems.

6. It'll work great! *
*So long as you work near to where you live

If you happen to be a commuter, then you're going to be SOL. I would think that there are much less punitive ways to increase patronage of public transportation.
