4. I've always considered it promo crap
whether you pay for it or not

At least that's how I've always used the term.
I always called the garbage I would pick up at E3 and other conventions 'shwag'.. regardless of if everybody got it.

5. Probably.
Same for yard signs, buttons, etc. There are only so many suppliers specializing in political merch. They might very well be using the same one.
