BAGHDAD -- A top American official expressed confidence Tuesday the U.S. and Iraq will finalize a long-term security pact on time next month despite strong opposition from Iran and a storm of criticism from Iraqi lawmakers who must ratify the deal.

If I had to guess the truth is in both of these two articles. The * administration is trying to push it through as fast as possible but are probably having a hard time finding a new Saddam who will crack down on his own people when this thing passes. The US pitch is something like this, "we will give you untold wealth and power (like Saddam) if you let us rape your countries resources. You might have to murder about 1,000,000 or so people, but you won't have to worry, as long as your with us".
