Once they stash their loot in the Cayman Islands, it begins to distance itself from the actual event of pilfering and takes on a legitimacy of its own. When Al Capone invested his bootlegging money in real estate and other things, it was harder to yank his ill-gotten gains away from him.
The only way I can see to do it is to nationalize the defense industry. No more Lockheed-Martin, Raytheon, General Dynamics making money off the government; their divisions making weaponry would be owned by the government. Once you cut off the profit incentive to bellicose war-mongering, those kind of people will have to go elsewhere to make a buck.
