It makes him a bit silly but quite benign.

He is anything but.

He's only smart enough to know that he's NOT smart enough to be anything but a figurehead. But he's not smart enough to realize that everyone has figured that out by now.

2. He's never benign as long as he's still in office
and that's why I recommend unrelenting pressure against an unprovoked attack on Iran until we see nothing but his backside as he shuffles off to the Crawfish Ranch for good!
