State employees must have direct deposit?
(A) As used in this section, "compensation" includes, but is not limited to, wages and salary, travel allowances paid
pursuant to section 101.27 of the Revised Code, and benefits paid pursuant to sections 124.13, 124.19, 124.381
<124.38.1>, 124.382 <124.38.2>, 124.383 <124.38.3>, 124.384 <124.38.4>, 124.385 <124.38.5>, and 124.386 <124.38.6>
of the Revised Code.

(B) (1) The compensation of any employee who is paid by warrant of the director of budget and management shall be
paid by direct deposit. Each such employee shall provide to the appointing authority a written authorization for payment
by direct deposit. The authorization shall include the designation of a financial institution equipped to accept direct de-
posits and the number of the account into which the deposit is to be made. The authorization shall remain in effect until
withdrawn in writing by the employee or until dishonored by the financial institution. The director of administrative
services shall provide by rule adopted under Chapter 119. of the Revised Code for the direct deposit in a financial insti-
tution of the compensation of an employee who fails to provide to the appointing authority a written authorization for
payment by direct deposit.

(2) Division (B)(1) of this section does not apply to an employee who was appointed to the employee's current
position before June 5, 2002, who is a public employee as defined in section 4117.01 of the Revised Code, and whose
applicable collective bargaining agreement does not require the employee to be paid by direct deposit.

I dunno, just thought it was interesting. I think we ought to make em pay us in cash or gold coins/gas :)

1. When I was in the service, at one point they made DD mandatory.
I already had DD so it didn't really affect me, but a lot of folks were PISSED.

2. Most governmental jobs (state, local, and Federal) do so
Most Federal agencies phased this in 10 years or so ago... Not saying it is a good thing, but it isn't new.

5. What do people do who CAN"T get a checking account?

I was on the ChexSystems blacklist due to a situation with a previous employer paying with a bad check and refusing to make it good. Meanwhile, my mortgage check & several others bounced, and my checking account was closed after a certain amount of time being overdrawn. Even though I got the OD's and the checks paid in full, I was put on the ChexSystems blacklist, and unable to open a checking or savings account anywhere for 5 years.

Got a new job, routinely cashed my paychecks at the new employer's bank, and paid my bills with money orders or in cash. Then after I'd worked there about three years, payroll sent the edict that everyone would be paid via DD. I called and talked to several people in payroll department, and at first they had no idea what I was talking about. So I explained the situation to each of them, and the first reaction each had, right up the ladder to the department head, was "Gee, I don't know."

They ended up doing a "special case" for me and cutting me a paper check every payday. But before they would do that, to prove it to them - embarrassing as it was - I had to actually go apply for a checking account, get refused, and get documentation from that bank and ChexSystems. It was a nightmare.
