I thought that a decision to accept public financing meant that a limit on spending was also accepted. But then the news keeps saying that this is "the first time in history" that anyone has declined this public financing, yet I seem to recall bush declining public funding in both his campaigns so he could freely spend the enormously vast funds at his disposal.
Can someone clear this up for me?
