A bomb has exploded at a local council office in the Iraqi capital, Baghdad, killing 10 people, including four American nationals.

8. One Part Of That Statement Is True
Overall the violence is down! But, the surge had nothign to do with it. Al Sadr willingly called off his dogs of war. They made a deal with him, and the extra troops are not the reason.

She did mention that the objective of the surge was to reach political reconcilliaton, and that has yet to happen.
