Senators Dodd and Feingold will step up as progressive leaders and filibuster this legislation. Here's part of the joint statement they just released:
"We will oppose efforts to end debate on this bill as long as it provides retroactive immunity for the telecommunications companies".

2. Sure wish Dodd would have gotten more support
during his Presidential run. But on the other hand, we really need him in the Senate.

They may vote against ending debate, but unless 58 more senator stand up, this does nothing.

13. Keeping the debate going is a filibuster,
they don't want to invoke cloture which would end debate and force a vote on the bill.
