Water and Sanitation in South Africa

I am one of the first people to say America should take care of America first. However, is there no way that the American government could send some people to South Africa to fix the water and sanitation problems in certain areas? I was reading a recent David Zirin article and near the end Zirin talked about how some South Africans live in "Shantytowns without proper water, sanitation, or electricity". What group in the US government deals with these issues? Does the Foreign Affairs Committee in the Senate deal with issues like this?

1. I would imagine South Africa has plenty of know how

the underlying issue is likely the delivery system which would require installation of a new piping network and water treatment facilities. this would likely involve a major public works effort that would have to be undertaken by South Africa.
