The biggest beneficiaries: parents who are owed child support.

1. Not parents, state TANF
just to clarify who usually gets the child support money. Note the word "usually".

2. I always thought this rebate check thing was a huge audit,
this may be supporting my theory.

3. It happened to me.
I miscalculated what we owed in 2007 income taxes.
To the tune of close to $3000.
It's a long story.

Anyway, after being informed of the fact and contacting the IRS, I was told the best thing to do was refile and send a check for the balance.
I did.

In the meantime the IRS notified me that they were crediting my 'account' with $1200 and I should pay the balance of $1700 & change.

Well, too late. I'd already filed the amended return and paid the bill in full.
I'm still waiting to be 'stimulated'.
:-(
