Question about Dumbya's legacy...
...recently I've seen stories about Dumbya's aid to Africa as the best part of his administration. Specifically, the monetary aid for AIDS something.

But, I also remember that any assistance was conditional on providing abstinence policies.

Anyone remember this, have any links, etc?
