Rockefeller was talking about it ... then there was dead air. I figured he'd called for a vote. Then Dodd(?) got up and started talking about the mortgage bailout.
I was only half paying attention so I'm really not sure what happened.

because no one was paying attention and Dems wouldn't get blamed by the voters. Any public dissent would be negated by the spin package they had ready.
I believe all the voter calls to Senator's offices made Reid sit up and notice that all fingers were pointing at him.
