A man known as “The Bishop,” accused of mailing pipe bombs and threatening letters, could be let out of jail as he awaits trial if a lower judge’s ruling is upheld.
U.S. Magistrate Judge Sidney Schenkier ruled earlier this week ruled that John Tomkins could be released under a series of conditions: home confinement with electronic monitoring, using his wife as a third-party custodian, posting $750,000, and a ban on using the mail, Internet and making phone calls. snip
But Tomkins' lawyer, John Beal, downplayed Tomkins' potential as a threat to the community if released. Beal also said his incarceration has had a significant impact on Tomkins' wife and three children, whom he has been unable to see. They live in Cedar Falls, Iowa. snip
Tomkins stands accused of sending 16 threatening mailings and two mail bombs to 3Com Corp and Navarre Corp. He allegedly did it in an effort to affect prices of stock he held.
