Reid plans a ‘Coburn Omnibus.’»

Senate Majority Leader Harry Reid (D-NV) is planning to bring forward a “Coburn Omnibus” in July that would “wrap most if not all of the bills held by Sen. Tom Coburn (R-Okla.) into one large measure to be voted on by the Senate.” Coburn is blocking roughly 100 bills, including ones that fund breast cancer research and screen soldiers for signs of suicide risk. Most recently, Coburn placed a hold on an HIV/AIDS prevention bill, although Senate negotiators have reportedly reached a “tentative” agreement to move forward on that legislation.

but the "democrats" couldn't even slow down the repuke agenda for the last 8 years? (really for the last 14 years)

Senator is pressured by the media (ha!), public, and his fellow Senators until he gives in. But since Coburn is a 'doctor' from OK, he thinks he's above it all.

Sections 2 and 3 of Rule VII (Morning Business) of the Standing Rules of the Senate outline the procedure for bringing motions to the floor of the Senate. Under these rules, "no motion to proceed to the consideration of any bill...shall be entertained...unless by unanimous consent". In practice, this means that a Senator may privately provide notice to their party leadership of their intent to object to a motion. At that point, the motion cannot proceed because unanimous consent has not been reached, even though the Senator has not publicly announced their intent to object. This allows a Senator to remain anonymous while preventing the motion from going forward.

Although a hold is placed anonymously, the identity of the senator placing the hold can quickly become common knowledge. Under traditional dictates of Senate courtesy, the identity of the holder is not made public.<15> However, senators have become increasingly brazen in identifying colleagues who place holds, in all but name.<16>
