I don't get these opinion polls, even freepers hate Bush now, who are these 28%?

Pretty sure I haven't seen a poll with his approval rating below 28%.

I've been creeping through freeperland today and have seen posts calling Bush a "smirking chimp" and "mentally challenged". If even the freepers hate him now, just who still supports him?
