HARRY Shearer has a new CD ripping President Bush - but ads for it won't be coming to a billboard near you. The outdoor advertising arm of notoriously conservative Clear Channel has banned signs for "Songs of the Bushmen" because the cover depicts the president with a bone through his nose. "Their tone turned from genial salesperson to angry schoolmarm - 'This is unacceptable,' " Shearer, the voice of Mr. Burns and Flanders on "The Simpsons," told Page Six. "And it's not like this is a dangerous time to criticize George Bush." Clear Channel didn't get back to us.

BILL Clinton gave the cold shoulder to Barack Obama's biggest supporter, Oprah Winfrey, at Nelson Mandela's 90th birthday in London. A source at the dinner in Hyde Park, catered by Gordon Ramsay, told us, "There was a very cold reception between them." When Winfrey went over to Mandela's table, where Clinton was seated, "Oprah and Bill, who used to be very close, barely acknowledged one another," the source said. But insiders in the Clinton and Winfrey camps claim the two spoke to each other at a private reception before the dinner. Other guests included Robert De Niro, Elton John, Neil Diamond, Kim Cattrall, Pierce Brosnan and Uma Thurman. And despite rumors that Naomi Campbell - who calls herself Mandela's goddaughter - was denied presenter duties at tonight's concert for Mandela's 46664 AIDS charity, the cellphone-hurling catwalker was seen "hugging everyone" at the party.

FORMER Gov. George Pataki is so reviled by state GOP leaders, he won't be representing New York at the Republican National Convention in Minneapolis in September. "He is not a delegate," a party spokesman told Page Six. State Republican Chairman Joe Mondello was once kicked off the RNC by Pataki and despises him, sources say. And Pataki regularly warred with former state Senate Majority Leader Joe Bruno, who hates Pataki as well. "The party has disintegrated because of Pataki," said one politico. For the first time since the 1940s, there is not one Republican statewide elected official.
