3. The constitution was gutted with the passage of the Patriot Acts
Both I and the II.

I'm still not clear on what this bill does
that the Patriot Act didn't do.

Can someone help me on that?

4. This won't be much help but the short answer is
george bush broke the law with his massive spying program. he doesn't want to go to jail so they're passing a law that makes his spying retroactively legal if there is such a thing.

It's good to be the king.

In other words, he will not sign a bill if it gives him everything he wants except immunity. As Rachel said last night, he cares more about the telecons than the country apparently.

And my add-on is - not that everything else he wants will make America any safer.
