Can anyone explain why there wasn't a filibuster on FISA? |

I just got back from the doctor and discovered the Senate voted against the 4th amendment.
I thought there was supposed to be one brave Democratic senator who was going to filibuster?
Why didn't one person stand up?

(This was before the July 4th break).
As I understand it -- (waiting to be corrected), that vote essentially closed down the possibility of an on-going filibuster.
Again, as I understand it, today (and yesterday) it was too late. Our chance was back before the break.
I'd like to know if I'm wrong because I'd like to understand how this works, too.
