HARTFORD, Conn. (AP) - An East Hartford man called police to report he had been robbed while trying to buy crack cocaine.

Max Minnefield called police Monday to tell them he had paid a man and a woman $8 for drugs he never received.

Police charged him with criminal attempt to commit possession of narcotics.

During his arraignment Tuesday, Judge Bradford Ward asked Minnefield, "Did you really think the police were going to go after the people?" He added that his question was rhetorical.

Prosecutors later dropped the charges.

Laura Weslund, Minnefield's public defender, said no drugs were ever found.

3. Yes. Here's why... Inchoate crimes
It's an "inchoate crime". Other inchoate crimes include conspiracy and solicitation.

Pretty much any crime can be modified that way

Murder is a crime

So is Attempted murder, solicitation to commit murder, and conspiracy to commit murder.

Generally speaking, since there is no "corpus delicti" in the above case, you are generally not going to get a conviction for attempting to possess SOLELY based on your admission. But you certainly can be arrested for it.

NOTE: I am against the drug war.

But given that, if you are stupid enough to waste the police's time cause you got ripped off trying to buy crack ($8 worth) etc. I am not going to feel bad for you if you spent the night in the pokie and had to go through a humiliating first appearance.

5. i was once charged with attempt to posess cannabis...
i wasn't- but i was walking down the street where some cops were doing a "sting"- a guy came up to me and asked me if i wanted some weed- i ignored him and kept walking, but the plainclothes guys grabbed me and cuffed me and took me to the lock-up. it was 22 hours later before i was released on an i-bond. i got a lawyer, and the charges were dropped.

That "crack" is every bit as much a product of the drug war as adulterated "bathtub gin" was a product of alcohol prohibition?
