from glancing at the roll call, it seemed like the majority of democrats voting for fisa were from swing states and the majority of republicans voting for healthcare were as welll, while the safe seaters could vote the way they really wanted
i could be wrong about that, however, just a thought.

7. I heard something about the GI Bill |

I read somewhere that the FISA compromise was part of a deal on the GI bill. Not sure if it's true or not, but I have a feeling there was some sort of Congressional manuevering behind the scenes on this that explains the Democrats' decision to bring it to the floor and Obama's decision to go along with it (which I would guess was largely a result of the Democrats not having the votes to kill it).
