Here's what I don't get about global warming and defense spending...

Here's what I don't get about global warming and defense spending...
If we can spend X amount of dollars on R&D for thermonuclear weapons from the WWII era up to the present day, couldn't we have devoted at least a tiny amount of that funding to developing a "cold bomb" that would instantly freeze a huge chunk of ocean, reinforcing Antarctic ice shelves and serving as a vital weapon against global warming?
