5. Now is the time for Congress...
to write a bill allowing off shore drilling, provided all other leases currently held by oil companies are utilized.

Off shore drilling won't happen any time soon, as they've go 38 million acres to go through first.

If they are made to use up the leases they have, it will be a long time coming before they get to the ocean or ANWR.

12. Right, it needs to specify drilling on leaseholds
in the order those leaseholds were granted.

That would solve the problem very nicely.

from the White House grounds. No mention of the vast areas already under lease that are not getting used, no mention of all the finished product being exported.
