3. Shocked, but not surprised
The North Korean government learned from the Japanese during WWII, and from the Soviets and Chinese afterwards. They're utterly abhorrent. Unfortunately, they're armed to the teeth and convinced that we're going to attack them. There's very little that can be done without endangering South Korea, though. They'd have no qualms about nuking or using chem or bio-weapons on Seoul or other populated areas.
