Personally, I don't see a time horizon in which that phrase becomes part of the English language.

1. I think it just means the future.
Time on this horizon.(point and pan with you hand across the horizon)

Could be anywhere on this horizon. Not a vertical or linear time, but a horizon.

2. I think we know what he really means.
"Time table." He just doesn't have the guts to say it, or even to continue pretending that a time table isn't called for. The time is past when the Bushists can pretend to be in control of events. Events have overtaken them.

It doesn't exist in reality. I think they knew what they were saying when they coined this little nugget of doublespeak.
