7. Could be many things.
Andrew Veal - Informed liberal who had front-row seat at the crooked 2002 Georgia election (in which Roy Barnes' 10-point lead turned into a 5-point defeat and Max Cleland's 2 to 5-point lead became a 7-point loss). Veal had worked in the University of Georgia survey research group for six years and ran a sizeable survey team until disappearing on Election Day and turning up dead at a secure Ground Zero location. He would have observed the same mismatches between surveys and vote "totals" in 2004. He would probably be posting on DU if he were alive. But Veal died under suspicious circumstances ("Police were investigating how Veal entered the former World Trade Center site, which is protected by high fences and owned by the Port Authority"). Possible misinformation was spread about motive, a suicide note, and the facts of how his body was found. The hotel that supposedly discovered his body explicitly denied the story, calling it impossible for any of their employees to have called it in because any such call would have been routed through the front desk.

4. I understand there could be damage to public property, but the man does have

the right to kill himself, if that is what he is wanting to do.

9. No he doesn't. Public safety officials are required by law to try and prevent suicides.
Any attempt or even statement indicating suicidal ideation carries with it a mandatory detainment for psychiatric observation. You may not agree, but that's how it is.

Update 6 - It's now 10:30 and the man is still on the ledge. Capitol Police Sgt. Kimberly Schneider says that they know who he is but won't release his name. A Mandarin speaker who heard the man said that his accent makes him sound as if he's from mainland China.

Yikes! I've been up there. Sen. Inouye's office is on the 7th floor of Hart. It's a looooong way down... :scared:

edit: spelling

Would-Be Jumper Talked Down from Hart Building 7th Floor
posted 5:28 am Tue July 22, 2008 - WASHINGTON

The Capitol Police crisis response team spent several hours yesterday talking a suicidal man down from the seventh floor of the Hart Senate Office Building's atrium. According to U.S. Capitol Police spokeswoman Kimberly Schneider, the man was taken into custody early this morning; D.C. Fire and EMS Services reported that the man came down at 2 a.m.

The team brought in a translator to communicate with the man, who spoke primarily Mandarin.

The man climbed on top of a railing on the seventh floor around 5:45 p.m. Monday night.

The incident does not seem to have disrupted any Senate business, though Senate Sergeant at Arms Terry Gainer issued a message to those working in the building to avoid interference with the police's efforts, requesting that those with offices on the atrium close their curtains and refrain from watching the incident or taking pictures.

Hart Office Building standoff ends without bloodshed

United States Capitol Police early Tuesday resolved a situation in the Hart Senate Office Building atrium area, where a man had been threatening for hours to plunge himself from the seventh floor.

The unidentified man turned himself over to Capitol Police at approximately 2:00 am, according to police sources familiar with the event.

For more than eight hours, the man had stood about 50 feet above the ground on the outside ledge of the glass wall overlooking the building’s atrium as negotiators continued to speak with him through a translator in Mandarin Chinese, according to Capitol Police. He had climbed across the railing at about 5:45 pm on Monday.

“The U.S. Capitol Police responded to this event, established communications with the individual, and after several hours of deliberate negotiations, convinced him to return to safety on the correct side of the railing,” Capitol Police spokeswoman Sergeant Kimberly Schneider said in an e-mail circulated after 3:00 am.
