Impeachment proceedings should be started right now against Mukasey.

The law says that the Department of Justice SHALL (not might, nor may, but SHALL) present evidence of Contempt of Congress charges to the grand jury. By refusing, Mukasey has broken the law--no ifs, ands, or buts.
