as i recall, HPPA does NOT prohibit the media from broadcasting medical information.

It prohibits certain people/insitutions - hospitals, etc. from releasing that stuff to others, including the media.

Iow, if you are a paramedic respondign to the scene, you cannot tell the media (w.o authorization) that your patient had XYZ

Otoh, if you are a citizen witness who witnesses the injuries, overhears the medical conversation, you can blab to the media all you want. and they can too.

the media (and that includes "citizen media" ) right to free speech is not affected by HPPA.
