There are just a ton of closed and/or underutilized military bases spread throughout the country. Many have housing, dorms, mess galleries, clinics, etc.We need to refurbish these sites and use them for large scale evacuation centers. Same concept if there are some closed school campuses.
People would know immediately where their regional or state evacuation center was (hopefully there are several) and just proceed to go there if they don't have friends, family or money for hotels.
Why not have permanent centers in place scattered strategically throughout the region?

Not the same, but i like the military base idea - altho interrment camp comes to mind.
