and trees across roads. All would make it impossible to get home and create a massive traffic jam while crews are trying to clean up the damage and open roads.

the rotten food and garbage cleaned up first. The utility companies are moving in as they can to get the power lines off of the streets and ground and hooked back up first, the business owners grocery stores, restaurants, hotels, etc come in next so they are open for the people who are then allowed to come in parish by parish so there is not a mass screwup.
Nothing wrong with that at all, not fascism but safety and concern for the people getting them back in safely.

the levees broke 2 days after Katrina went through the NOLA and Mississippi coast. Maybe they want to make sure they city is safe before they are sent back.

seriously though..
They ahve to be sure that the levees are ok.. Katrina actually missed NOLA and everyone was all happy, and then the next day..wel9l that's when the levees started crumbling..
