B. The one who was born into a family that ensured that he would be ushered, without merit, into the elite of society and operates not as a "maverick" but as a reckless teenager.

C. The one who has, with grace and dignity, become a guiding force in the Senate.

D. The one who seems to make decisions based on whimsy.

If you answered A and C, congratulations. And the real question is why the rest of the country doesn't see that.

"Whimsey" sounds a lot more innocent and fun-loving that is really the case. Children, butterflies and nice clowns are whimsical; fascist theocrats are not.
