This is an oft-repeated falsehood. Repetition down not make it true. A Presidential pardon is not premised on any such nicety as indictment, conviction, or remorse. It is an absolute Constitutional power. The President can pardon people for 'crimes' not even identified ... just as "blanket immunity" can effectively shield someone from charges not even contemplated.
