not to say Arizona gets no federal money..in fact, I believe the difference between earmarks and funding is that the funds are 'earmarked' but would be given out regardless, it is just that the bureaucrats at the state level would spend the money instead of the congress persons?? that is my understanding, anyway??

It's a ridiculous claim. I really think our side needs to start listing specifics about what GOOD Federal money does for States. Arizona would still be nothing more than desert if not for Federal money.
