Maybe it's just the way they edited the excerpts, but it strikes me how she gives almost exactly the same answer to the rephrased question, right down to the same mistake "the ear form -- earmark process". Reminds me of W. Bush, a person who has been prepped with certain talking points that he repeats throughout a press conference. Well prepared, perhaps, but not somebody who really understands the subject.
