Obama and Biden already contacted Perry and were briefed by him as well.

In fact, I read earlier today they had both cancelled plans for today (Obama SNL and Biden an event appearance) and re-arranged their schedules due to Ike.

I don't know the timing, but it seems as though they beat McCain to the Ike response by quite a few hours.
